Board of Directors

As a non-profit organization the New Jersey Public Safety Accreditation Coalition is managed by a Board of Directors that is comprised of its membership stakeholders.  The Board meets monthly to discuss business and to develop strategies to meet the ever-evolving needs of our membership.

Lt. Christine Klag (ret.)

Christine Klag is a retired Lieutenant from the North Bergen Police Department and currently sits as the CEO/Chairperson for the NJPSAC.  She retired in January, 2017 following a successful inaugural accreditation in the NJSACOP program.  Lt. Klag completed the program from scratch with only help from the NJPSAC and brought her department to a successful cycle, earning their initial Accreditation Certificate in November 2016.  She served in different capacities in patrol as well as the detective bureau.

Christine has a bachelor’s Degree in Criminal Justice from New Jersey City University.  She retains her Method of instruction certificate for the state PTC.  Christine currently is active in assisting and mentoring agency members of the NJPSAC with their accreditation process as well as other public safety agency CEO’s and their members with their journey of successful leadership and maintaining professionalism.  She has developed and trained a variety of curriculum and workshops for the NJPSAC since joining the board in January of 2017.

Capt. Margaret Schmidt (ret)

Margaret (Peggy) Schmidt-Fuller retired from the Woodbridge Township Police Department, New Jersey as a Captain in December of 2012. She was promoted to the rank of Captain in August 2006. She has a Bachelor of Science Degree in Public Administration. Margaret has involved in the CALEA accreditation process since 2001 and an Assessor since 2002 and has been on several CALEA on-site inspections teams across the country. Margaret is one of the founding members of the New Jersey Public Safety Accreditation Coalition (NJPSAC). She is currently the Chief Financial Officer for the NJPSAC. She has been on many mock inspections throughout New Jersey, New York, Delaware and has mentored other police departments in their effort to achieve both state and international accreditation.

Ptl. Ryan C. Hennelly

Ryan  Hennelly is a recently retired police officer from the Eatontown Police Department.  He has been involved with accreditation since 2008.  Ryan helped his agency receive their initial CALEA Accreditation and NJSACOP Accreditation.  He also helped the agency successfully through three NJSACOP re-accreditations during his tenure.   Ryan has also been a member of the NJPSAC since 2008 and joined the executive board in 2019.  Currently, he serves as Board Secretary, assists with file reviews, runs trainings, teaches at the annual conference, and maintains the NJPSAC Website. Ryan now works for L.E.A.D. (Law Enforcement Against Drugs) and is the Vice President of Programs and Training.  He is a trainer and teaches drug prevention training to law enforcement officers throughout the U.S.

Sgt. Mark Del Carpio

With two decades in law enforcement, Sergeant Del Carpio brings a wealth of experience to their role as Accreditation Manager. Their career includes five years with the Passaic Police Department and fifteen years with the Hackensack Police Department. 

Currently assigned to the Training Unit, Sergeant Del Carpio is responsible for all in-service training matters, demonstrating their dedication to upholding the highest standards in policing. 

Further contributing to the field, Sergeant Del Carpio has also served as an adjunct professor for the past ten years, teaching criminal justice courses at Passaic County Community College.

 

Jacqueline Luthcke

Jacqueline “Jacquie” Luthcke attended Ohio University and graduated with honors majoring in Sociology with a Criminology specialty and a minor in psychology. It was there that she started volunteering for the Red Cross, which she continued to do for the next 20+ years. She taught many instructor level classes and sat on various boards during that 20 years. Jacquie was hired by the Ridgewood Police Department as a police officer in 1996 and after spending time on patrol, in the detective bureau, the professional standards unit, and being heavily involved in community policing, she rose through the ranks with promotions in 2005 to Sergeant, 2008 to Lieutenant, 2010 to Captain and finally 2016 to Chief, a position she help until her retirement in 2023. While with the department, she attended the West Point Command and Leadership training offered by the New Jersey State Association Chief’s of Police where she graduated top in class and received the Chief Harry Wilde Academic Achievement Award. Jacquie is a Past President of the New Jersey Public Safety Accreditation Coalition, where she is still a board member. She spent time as a Commissioner with the New Jersey State Association Chief’s of Police Law Enforcement Accreditation/Commission for Accreditation of Law Enforcement Agencies (CALEA) Alliance Program. In addition, she was also an assessor with the Commission on Accreditation for Law Enforcement Agencies (CALEA), where she went out and inspected other police departments across the nation to ensure they were following the best practice guidelines put out by CALEA and was a Team Leader in the state program. Jacquie was involved in numerous committees in Ridgewood, including the Community Relations Advisory Board, Fourth of July Committee, PRIDE and the Interfaith Ministry. In addition to the NJPSAC, she is on the advisory committees for the Center for Hope and Safety and for the Bergen Community College Law Enforcement and Homeland Security group. In her spare time, Jacquie enjoys reading, scuba diving, attending concerts, traveling and spending time with friends and family.

Chief Louis Moreto (ret.)

Chief Louis Moreto was with the Manalapan Township Police Department for 27 years. He was the agency’s first accreditation manager, first for the State Accreditation Program and then for its initial CALEA Accreditation. He has served on the NJPSAC board of directors as a Vice President and Trustee. He has worked with CALEA since 2008 as an On-site assessor, an On-site Team leader and currently works as a Compliance Services Member (CSM). He continues to be a resource for anyone who is looking to achieve accreditation for professional excellence.

Capt. Richard Mcdonald

Richard McDonald is currently a captain with the West Orange Police Department (NJ), a CALEA Accredited agency since 2006.  Rich has a BA degree in Criminal Justice from the College of New Jersey and is in the process of achieving his MA degree in Public Administration from Fairleigh Dickinson University.  Captain McDonald has been the Accreditation Manager for the West Orange Police Department since 2011 and been involved with four on-site assessments.  In 2020, Captain McDonald was selected by CALEA to be a certified assessor for Law Enforcement standards.

Captain Richard McDonald has been a Guest Lecturer at numerous universities including Rutgers University School of Business and Kean University.  He has also been an instructor for the NJ Public Safety Accreditation Coalition at their annual conference, and has spoken in numerous corporate environments.  He has been certified as a law enforcement instructor by the NJ Police Training Commission, Louisiana State University/Department of Homeland Security instructor program, Awareness Protective Consultants, and Monadnock.

Captain McDonald was hand selected to participate with the NJ Department of Personnel Linkage Panel to assess Tasks and KSA (knowledge, skills and abilities) in the formulation of upcoming promotional exams for the position of Police Sergeant.  
Captain McDonald was honored to receive the NJ Public Safety Accreditation Coalition Honor Society Award winner for 2010.   Due to his work in the creation and implementation of the Operation HOPE Program, Captain McDonald was honored to receive a State of New Jersey Joint Legislative Resolution, the Dr. Martin Luther King Community Service Award from the United Clergy of the Oranges, as the Coalition Member of the Year Award from the Essex County Alcohol and Drug Abuse Prevention Team and an award of recognition from the Essex County Opioid Use Awareness Task Force.

Lt. William Bastedo (ret.)

Bill began his career in law enforcement 1987.  Bill served for 27.5 years as an officer for the West Windsor Township Police Department and the Princeton University Department of Public Safety.  He reached the rank of Lieutenant at West Windsor, retiring at the end of 2012.

During his law enforcement career, Bill specialized in accreditation, community programs and training and he was instrumental as the accreditation manager in the accomplishment of the State accreditation rewards at West Windsor in 2007 and 2011 as well as the initial National accreditation award at Princeton University DPS in 2015.

After retiring from West Windsor, Bill was hired by the Princeton University Department of Public Safety to complete their initial CALEA Law Enforcement accreditation, accomplished in the spring of 2015.

Bill worked for the Division of Child Protection and Permanency (DCP&P) for 7 months in 2017 – 2018 as a Family Service Specialist Trainee and he currently works as a Court Appointed Special Advocate (CASA) for children Supervisor for the Mercer County office.  He supervises volunteers who advocate for children who have been removed from their homes due to abuse and/or neglect.

Bill earned a Master of Arts degree in Human Services Administration from Rider University in 1996 and a Masters in Administrative Science from Fairleigh Dickinson University in 2016.  Bill has earned a certificate in supervisory management, instructor certification in Franklin Covey’s Seven Effective Habits and Blue Courage.  Bill also completed 294 hours of DCP&P child protective investigations and services training.

Sgt. Alisa Martinez

Sgt. Alisa Martinez is a member to the NJPSAC Board. She currently is active with the Ocean Township Police Department and has successfully guided her department to several accreditation cycles and certificates. Sgt. Martinez is vital to our organization and provides training inn many areas, including for our members in accreditation.
